Founded in 1988, BLI began as a local consulting and training firm in Egypt and has since evolved into a respected regional partner serving organizations across the MENA region. His professional footprint extends across multiple countries, with operational presence and projects in Egypt, Bahrain, the Sultanate of Oman, and the United Arab Emirates—where BLI has operated as a regional hub since 2011. Dr. Khater is also known for his extensive international network, encompassing senior government officials, diplomats, academic institutions, and global experts, enabling high-impact partnerships and cross-border collaboration.
Throughout his career, Dr. Khater has organized and led high-level international conferences, roundtable dialogues, and strategic forums, and has worked closely with global thought leaders and leading universities to bring cutting-edge knowledge into regional business and policy contexts. Founder & Chief Executive Officer – BLI
Dr. Amr Khater is a distinguished leader in business development, strategic consulting, and organizational capacity building across the Arab region. With more than three decades of experience, he has supported governments, public institutions, private sector organizations, and executive leaders through integrated solutions that combine strategic vision, scientific rigor, and practical execution.
Dr. Khater began his professional journey with a strong academic foundation, graduating from Cairo University with a medical degree. His early medical background shaped a disciplined, analytical mindset and a structured approach to problem-solving and crisis management. Driven by a broader strategic vision, he later transitioned into business development, management consulting, and international relations—where his impact has been both regional and global.
In 1987, Dr. Khater founded the International Group for Consulting and Business Development, laying the groundwork for what would later evolve into BLI. Through this platform, he introduced advanced management concepts and global best practices to organizations across the Middle East, contributing to improved competitiveness, institutional performance, and sustainable growth.
